Around 20:50 on May 22, 2017, an explosion occurred at the firework loading and packing machine workshop of Kangsheng Fireworks Manufacturing Co., Ltd. in Wanzai County, Jiangxi Province, resulting in 2 deaths and 3 injuries. According to the preliminary investigation, the company used a loading and packing machine to produce oversized fireworks (12mm in diameter, 87mm high, with about 0.9g of charge) through a secondary loading process. An explosion occurred during the second loading process while the semi-finished product from the initial loading was stored in the empty casing, causing the deaths of 2 people and injuries to 3 people on site and in the surrounding area. The accident exposed serious illegal and non-compliant behaviors by the enterprise, such as subcontracting, outsourcing, producing products exceeding specifications (three excesses and one modification), and rushing production late at night to meet deadlines despite the expiration of the safety production license. The Jiangxi Provincial Safety Committee has placed this accident under supervised investigation and escalated the matter to the Yichun Municipal People's Government for investigation.
The National Administration of Safety Supervision requires that all firework production areas deeply learn from the lessons of this accident, deepen special rectifications regarding subcontracting, outsourcing, and producing products exceeding specifications, strictly control the admission conditions for firework production machinery and equipment, urge enterprises to strengthen safety production management measures for fireworks machinery, seriously formulate and strictly implement safety management systems and operating procedures compatible with mechanized production, enhance safety training for personnel, clean and wash equipment and facilities prone to accumulating powder dust daily, promptly repair faulty equipment, and regularly clean workspaces, drainage ditches, settling ponds, etc., to genuinely improve the enterprise's safety production assurance capacity.
