Guigang City, Guangxi Zhuang Autonomous Region Holds Joint Meeting on All-Chain "Combating Illegal Activities and Enforcing Regulations" Regarding Fireworks and Firecrackers

To address the pain points and difficulties in the full-chain regulation of fireworks and firecrackers in Guigang City, Guigang Zhuang Autonomous County, on October 21st, a joint working conference on "Combating Illegal Activities and Enforcing Violations" for fireworks and firecrackers was held.Liang Xunjun, Director of the Guigang City Emergency Management Bureau and convener of the joint conference, attended and addressed the meeting.Responsible persons from the Guigang City Public Security Bureau, Market Supervision Administration, Department of Transportation, and 8 other member units attended the meeting.

The meeting conveyed and studied the "Opinions of the General Office of the State Council on Further Strengthening the Full-Chain Safety Supervision of Fireworks and Firecrackers."The Guigang City Emergency Management Bureau, Public Security Bureau, and Market Supervision Administration sequentially reported on the work situation regarding the "Combating Illegal Activities and Enforcing Violations" in the full chain of fireworks and firecrackers and the seasonal safety control measures. Attendees exchanged views and discussed key issues such as handling cases of illegal production of fireworks and firecrackers and linking to criminal proceedings, disposal of fireworks and firecrackers exceeding standards or old models, taxation of fireworks and firecrackers, approval of transportation permits for fireworks and firecrackers, and control of burning bans and limited releases, researching collaborative implementation measures.

Liang Xunjun emphasized that the 20 specific measures proposed in the "Opinions" clarify the safety supervision requirements and responsibilities at each link, and they must be thoroughly implemented to weave a dense and strong "protective net" for full-chain safety supervision. Currently, accidents are frequent and safety risks are rebounding in the national fireworks and firecracker sector, and Guigang City faces considerable pressure in controlling the illegal production of fireworks and firecrackers. With large inventories of old models and prominent risks of inventory reduction, all relevant departments must genuinely enhance their sense of responsibility and urgency in carrying out full-chain safety supervision. They must fulfill their respective supervisory responsibilities, plan seasonal supervision work for important periods such as New Year's Day and Spring Festival in advance, strengthen coordination and linkage, and the Public Security, Courts, and Procuratorates must intervene early and actively guide when cases meet the standard for criminal filing. Furthermore, full-chain supervision of the production, operation, transportation, use, and product quality of fireworks and firecrackers must be strengthened to firmly hold the red line and baseline of safe production.
