To thoroughly implement the spirit of the Opinions of the General Office of the State Council on Further Strengthening the Full Chain Safety Supervision of Fireworks and Pyrotechnics, and to further enhance the safety supervision capabilities and standards of fireworks and pyrotechnics in Shaanxi Province, on October 23rd, the Shaanxi Provincial Emergency Management Department held a video training meeting on the full chain safety supervision of fireworks and pyrotechnics.
The meeting was presided over by Chen Kunshan, Chief Engineer of the Shaanxi Provincial Emergency Management Department. The meeting invited Liu Chunwen, a senior expert from the China Fireworks and Pyrotechnics Association and a safety production expert from the Ministry of Emergency Management, to conduct a special training session. The expert deeply analyzed the national safety production situation of fireworks and pyrotechnics, providing a systematic and professional interpretation of the background and main contents of the Opinions, pointing out prominent issues in the fireworks and pyrotechnics industry and shortcomings in the full chain safety supervision. He shared his experience in fireworks and pyrotechnics safety work over many years and proposed specific measures to further strengthen the safety supervision of fireworks and pyrotechnics, providing ideas and direction for Shaanxi Province to effectively implement the Opinions thereafter.
The meeting required that all cities and relevant departments strengthen their responsibilities and commitments to fully promote the implementation of the Opinions. They must study and refine implementation measures, combine them with local realities, further detail work measures, clarify timelines, roadmaps, and responsible units, ensuring no gaps in the chain of responsibility and no blind spots in work progress. They must organize publicity, education, and training, carry out dissemination through multiple channels, and accurately convey the spirit of the Opinions to relevant departments and enterprises, clarifying the new safety supervision requirements and unifying regulatory enforcement standards. They must strengthen departmental coordination and linkage to form a "unified chess game" pattern of vertical and horizontal linkage and departmental cooperation, building a supervision system that is "comprehensive in breadth and thorough in depth," and conducting in-depth investigations, tracking, and tracing of illegal and non-compliant behaviors.
The meeting was attended by relevant departments such as Public Security, Transportation, and Market Supervision, personnel from the Shaanxi Provincial Fireworks and Pyrotechnics Safety Supervision, and relevant enterprises.
