To help fireworks companies improve their ability to identify problems and hidden dangers, enhance the quality of rectifying issues, and prevent and mitigate major safety risks, the Association, entrusted by the Second Department of the Ministry of Emergency Management's Chemical Hazards Supervision, will organize expert guidance services for 60 fireworks production and wholesale enterprises across 10 provinces (regions) nationwide in batches from September to mid-October.

The 2026 expert guidance services will focus on enterprise design review, completion acceptance, safety assessment report, construction and use of safety risk monitoring and early warning systems, product flow registration and management, special operation safety risk control, and infrastructure benchmarking and renovation, as well as any illegal or non-compliant behaviors such as subcontracting/outsourcing, "three excesses and one change," or production/operation of products exceeding standards or prohibited products. The guidance aims to help local authorities and enterprises identify and resolve issues, promoting the implementation and effectiveness of annual key tasks.

This expert guidance service continues the previous practice of "pre-service training, on-site guidance, and full service." Before departure, the Association organized an expert training meeting to standardize the inspection criteria for on-site guidance services, emphasize work discipline during the guidance process, demonstrate and drive local bodies to strengthen their local expert teams, and urge enterprises to organize production and operations in compliance with laws and regulations, continuously improving their safety production levels.

Relevant persons from the Second Department of the Ministry of Emergency Management's Chemical Hazards Supervision attended the pre-service expert training meeting and emphasized: First, focus on key areas and seek practical results. The guidance service must focus on key links and closely monitor prominent issues, avoiding superficial coverage to ensure thorough investigation. Second, apply differentiated measures and provide precise assistance. Based on different causes such as insufficient enterprise capacity, limited understanding, or regulatory gaps, rectification suggestions should be provided in a categorized manner to achieve "teaching by example." Third, unify standards and promote teamwork. Each expert group must enhance internal communication and discussion, uphold team spirit, and standardize inspection criteria and judgment scales to ensure the guidance service is standardized and efficient. Fourth, implement closed-loop management and prevent risks. Prominent issues found must be listed separately and promptly assigned to local regulatory departments for follow-up rectification to prevent risk spillover. Fifth, summarize and refine, and improve mechanisms. Attention should be paid to sorting out common industry problems, timely summarizing and reporting to provide a basis for policy formulation. Sixth, follow up and learn to enhance capabilities. Local regulatory personnel must accompany the experts throughout the process to genuinely enhance grassroots safety supervision capabilities.

Furthermore, the Association invited the experts participating in the on-site guidance to hold expert lectures for member units and production enterprises, interpreting the main contents and key aspects of the on-site guidance service. Based on common issues and typical cases found in the Ministry-level expert guidance services of the past three years, they introduced the standard requirements and rectification measures for benchmarking and upgrading work, helping enterprises deeply understand the standards and regulations, clarify the requirements and methods for benchmarking and upgrading, and promote the effective implementation of rectification and improvement work by enterprises.

Currently, the first batch of expert groups has completed their pre-service training and has been dispatched to Jiangxi, Hunan, Sichuan, and other places to carry out their work.
